1 star level and above, SCS equivalent serving in the MoD, and OF5/Band Bs in strategic posts.
Course Aim
The aim of the DSFP is to enable senior staff to explore the topic of strategic finance within the context of Defence from both the internal MoD perspective and the external perspective offered by senior figures from both HM Treasury and the National Audit Office. Delegates will gain an understanding of the MoD’s financial planning and control systems and rules to which the MoD must adhere in terms of Treasury and Parliamentary controls. Delegates will receive information which will prepare them to communicate confidently with finance professionals within the Department and to operate effectively in a financial environment.

Course Objectives
On completion of the DSFP participants will be able to:
Communicate confidently in the language of Resource Accounting and Budgeting in the MoD;
Demonstrate a working knowledge of the dynamics of planning and financial control;
Interpret and evaluate financial statements and supporting information;
Use financial information to support the decision making process.
Course Components
The DSFP comprises of 3 main themes:
The Financial Basics – Understanding the Control Framework, Exploring Accounts, Understanding Financial Statements and Using Financial Information to support decision making;
Managing Money in the MoD – Appraisal and Evaluation in the MoD, The Equipment programme, Planning and Managing In-Year, Governance;
The Wider Context – HM Treasury Perspective, The NAO Perspective, Financial Management Reform, Q&A with DG Finance.
