On 20 - 21 March 2019, Debbie Boon from the Defence Leadership Centre attended the Joint Warfare Centre (JWC) NATO's first Human Capital Development Workshop.

It was led by Vice Admiral Paul Bennett, NATO - Allied Command Transformation (ACT) Chief of Staff.

The purpose of the workshop, attended by 34 experts from a dozen NATO commands, training and education centres as well as NATO Centres of Excellence, was to develop the different dimensions and lines of effort of human capital. Human capital, in the context of NATO, is much broader than human resources, and is identified as

"The men and women fulfilling roles in the NATO command and force structures; the doctrine, organisation and leadership that guide and support them and the training, technology, materiel, and information that enable them."

During the very intensive two days, the participants were able to define the current gaps, critical capabilities and potential solutions which constitute the necessary steps to design a ‘Human Capital Development Roadmap’ to optimize the most precious resource in NATO, the men and women who are NATO.
