eLearning Development Team Leader
David Tandy leads the eLearning Development Team within the Learning Capability and Development Group (LCaD) at the Defence Academy. Since joining the Technology Enhanced Learning (TEL) team in 2018, he has taken on a pivotal role in shaping digital learning across defence.
Now the eLearning Development Team Leader, David manages five eLearning developers and oversees development for Project CODEX—a flagship initiative transforming the future of digital learning and improving accessibility for whole force training. His leadership ensures that every solution meets client requirements while embracing innovation and best practice.
David works closely with stakeholders from concept to completion. He advises on learning methods and media choices before development begins, chairs planning discussions to agree on activities, visual resources, and timelines, and remains engaged throughout reviews, providing final approval on completed projects.

Beyond his team responsibilities, David represents LCaD TEL in defence’s online learning community. Many of the courses and modules his team develops support education and training across a wide range of professions. He also spearheaded the development of the Content Specific Information Learning (C-SIL) library, a suite of online modules on the Defence Learning Environment (DLE) that deliver generic subject knowledge. These reusable modules save time and effort for course designers across defence.

The team’s primary customers are the schools and groups within the Defence Academy. Drawing on expertise in graphic design, animation, audio/video production, and HTML, they deliver engaging, effective, and tailored digital learning resources. David’s role is to ensure every output meets the highest standards of creativity and impact.
